Your problem in running the documentation through emTeX is that emTeX
is becoming confused between the file arrow.tex and the TeXinfo file
arrow.texi. The reason is that to produce the documentation, the
definitions in the file arrow.tex are required. The file arrow.texi
tries to input the file arrow.tex. However Emtex tries to input
arrow.texi again thus leading to a recursion.
To get around this you should copy the file arrow.tex (NOT the info
file) into the \eplain\doc directory (or whichever directory you are
using as the current working directory) and give it an alternative
name such as arrow.def. Then alter the line which inputs arrow.tex in
the TeXinfo file to refer to this file (the relevant line should
contain something like `@input arrow.tex' which you should edit to
read `@input arrow.def'). Good luck!
